ETUC Position on the Multiannual Financial Framework post 2020

INTRODUCTION
The Mid-Term review/revision of the Multiannual Financial Framework (MFF) was part of the political agreement on the MFF 2014-2020 and is provided for in Art. 2 of Council Regulation N° 1311/2013 laying down the multiannual financial framework for the years 2014-2020.

The Reflection Paper on the Future of EU Finances, published on 28 June 2017, is the last one out of the five that the European Commission announced when publishing its White Paper on the Future of Europe on 1st March 2017.
The Reflection Paper presents five scenarios for the future of European finances.

8th European Union, Latin America and Caribbean Trade Inion Meeting and Panama Declaration
The 8th EU-CELAC Trade Union Meeting, organised by the Trade Union Confederation of the Americas (TUCA) and the European Trade Union Confederation (ETUC), and held in Panama, publishes its Panama Declaration here.
The ETUC TU-I index below shows the involvement of trade unions at the milestones of the semester cycle at national level. It is still largely unsatisfactory. Despite the commitment of the Juncker Commission to a new start for social dialogue in recent years, governments have too often largely disregarded the involvement of trade unions in the design and implementation of their reform plans.

Introduction
The European Trade Union Confederation celebrated the 2017 World Pride at a trade union conference, hosted and co-organised by the Spanish trade unions CC.OO and UGT, on ‘The Rights of LGBTQI* People in the Workplace’, which took place on 29-30 June.
The conference was an opportunity for the ETUC and its affiliated organisations, represented via the LGBTQI* rights trade union network, to strengthen their cooperation in the fight for human rights, trade union rights and equality for all workers.
ETUC position on first-stage consultation of the EU social partners on a possible action addressing the challenges of access to social protection for people in all forms of employment in the framework of the European Pillar of Social Rights.

From the 29.5. – 31.5.2017 the ETUC and the ETUC affiliates came together for the ETUC mid-term conference in Rome.
ETUC Position on Internal Market Services Package

Introduction
On 10 January, the European Commission presented a new Services package, that includes proposals for the European Services e-card (composed of a regulation and directive), a Services Notification Procedure (directive), a Proportionality Test (directive) and guidance on reform recommendations for regulation in professional services (communication).
The ETUC position
As part of the follow-up to the ETUC Congress engagements towards the promotion of women within its membership and decision-making structures, in 2017 the ETUC carried out the tenth edition of its Annual Gender Equality Survey (previously known as the 8th March survey). The aim of this survey is to monitor the proportion of women in the European trade union movement, including in decision-making positions and bodies. The objective is to assess progress in reducing the representation and decision-making gap between women and men in trade unions.

THE ETUC ‘ROME DECLARATION’
Declaration adopted at the ETUC Mid-Term Conference in Rome on 29-31 May 2017.
It is ten years since the financial crisis of 2007-2008.
French presidential elections are crucial not only for France but for the whole of Europe.
France has always been at the heart of the European Union, and the risk of a French President who is opposed to the EU and who calls into question France’s membership of the Euro and the European Union, is very worrying. The European Trade Union Confederation supports the European integration and calls for a more just, social, inclusive and democratic Europe.
The ETUC stands firmly against social dumping and for a fair internal market
