Dear members of the Employment Committee,
As the Committee is working on its report on the European Commission’s proposal on guidelines for the employment policies of the Member States, please find attached the ETUC position, as adopted by our Executive Committee.
The ETUC is asking for a substantial revision of the Employment Guidelines in the light of the COVID-19 outbreak, and the need for Member States to adapt their employment policies to deal with the pandemic and recover successfully. If properly designed and implemented, involving the social partners, the Employment Guidelines can be an important tool for Member States in developing and implementing policies and measures to not only mitigate the economic and social impact of the COVID-19 crisis but also to emerge from the crisis without undermining labour rights or losing competitiveness.
