In light of the Russian invasion of Ukraine, and in support of the conclusions of the special meeting of the European Council of 24 February 2022, we, the European cross-industry social partners, state that: • We strongly deplore and condemn the unprovoked attack on the territorial integrity of Ukraine currently underway. This attack is an obvious violation of international law and represents a clear threat to European peace and security.

The EU-Georgia Association Council meeting on 16 March is called on to do more to advance workers’ rights and European values by the European Trade Union Confederation (ETUC) and Georgian Trade Union Confederation (GTUC). ETUC and GTUC point out that

The ETUC is deeply worried about the deterioration of the relationship between Russia and the EU and firmly condemns the expulsion by the Moscow authorities of three EU diplomats from Germany, Poland and Sweden, after they expressed concerns for the state of human rights in the country. The ETUC doesn't interfere in internal political affairs of foreign countries, but shall not refrain from denouncing any situation of violation of human and democratic rights, wherever it happens.

Trade unions from across Europe (including the European Trade Union Confederation and unions in Ukraine) are urging the European Union to implement the commitments to social justice made under the EU-Ukraine Association Agreement, when the Association Council meets in Brussels today (Thursday). The meeting will focus on several areas including  political reforms, rule of law and security, economic cooperation and trade, as well as the EU immediate assistance to the country in view of the COVID19 challenge.

Joint statement of the European and Ukrainian trade unions on the occasion of the EU-Ukraine Summit, 6 October 2020. According to the terms of the  AA and DCFTA, Ukraine must implement international labour norms in law and in practice, ensure freedom of association and collective bargaining in particular, strengthen social dialogue and capacities of social partners, and gradually align its legislation with the EU Acquis in the field of employment, remuneration, social policies and equal opportunities. These obligations  currently are not respected by Ukraine.

The European trade union movement, in a letter today to Presidents von der Leyen, Michel and Sassoli, urges the European Union to EU relations with Belarus including “the reintroduction of commensurate sanctions for electoral fraud and violence.”

Considering that the 20th EU-Ukraine Summit is held in Brussels on the 9th of July 2018, and that the meeting of the Council of the EU-Ukraine Association is planned in December, the European and Ukrainian trade unions believe that urgent measures should be taken, with the support of the European Commission, to improve the social and economic situation in the country, and to increase the effectiveness of social dialogue and adherence to the fundamental ILO Conventions.

As the EU-Georgia Association Council prepared to hold its third meeting in Brussels (2 December), trade unionists from both sides demanded action to improve industrial relations and advance the rights and interests of working people in Georgia.

 The creation of the PERC is the result of a resolution adopted at the ITUC Founding Congress last November in Vienna. In line with the PERC Constitution, John Monks, General Secretary of the European Trade Union Confederation (ETUC), will serve as its General Secretary while Mikhail Shmakov, President of FNPR Russia, has been elected as the President of the Council.
